Apply for free home energy efficiency upgrades
Thanks to a successful £34 million funding award through the Warm Homes: Local Grant, Portsmouth City Council and 30 partner local authorities are now offering free home energy efficiency improvements to eligible households. This includes upgrades such as solar panels, home insulation, and air source heat pumps – all designed to reduce your energy bills and help you switch to greener, more sustainable energy.
Due to the popularity of the scheme, we are not taking new applications. However, the scheme will run until the end of March 2028, so we will have more funding become available early in the Spring 2027. While you cannot make an application at this stage, we recommend registering your interest on the Warmer Homes page to ensure you are put on the waiting list. Once funding becomes available again, our delivery partner will be in touch.

Who can apply to Warm Homes: Local Grant?
To qualify, households must have a combined household income of £36,000 or under, receive benefits, or live in a lower-income area. If you’re unsure, you can quickly check your eligibility using the Government’s online tool. To check if you are eligible, use the Government’s eligibility checker.
Applications are open to ALL fuel types (electricity, oil, coal, LPG and solid fuel), covering both off-gas and on-gas. Currently, eligible households reliant on LPG or heated oil will be prioritised.

If you choose not to go ahead with some measures identified by the survey, this may affect the suitability of other measures. Due to oversubscription, we cannot progress any new applications until next year, therefore you are advised to register your interest to join the waiting list for when funding becomes available.
